Administrative Law OAH/DCRA

Our team provides full-service representation in multiple administrative courts. In the District of Columbia alone, landlords are often faced with defending actions before the Office of Administrative Hearings, the Office of Human Rights and the Rental Housing Commission. As landlords and business owners, claims arise from all sides, spanning a wide range of issues. From trash citations through discrimination claims, all are subject to litigation. Many of these matters can and should be resolved, prior to necessitating a trial or hearing, and having a skilled negotiator at your side in pre-trial mediations and negotiations can make all the difference in the outcome of your case.

Civil Litigation

Our team provides full-service litigation representation to landlords, whether through affirmative lawsuit filing or in landlord defense. As landlords are well aware, there are a myriad of claims that are presented, which require hands-on and thorough prosecution or defense. The attorneys regularly litigate in the District of Columbia and Maryland Courts on a myriad of issues, from defending premises liability claims, to obtaining restraining orders. With the advent of the Housing Conditions Court, the demands on landlords to defend lawsuits has only increased. Civil litigation is often complex, with pleadings, motions, discovery and depositions. We are ready to meet these challenges.

Compliance

Our team provides full-service compliance advice and representation. Whether an individual landlord, a management company, or a corporate owner, all landlords must comply with the multitude of laws, rules and regulations that govern their operations. Issues we regularly advise on include Title 14 housing regulations, standardized forms and disclosures, compliance with HUD rules and regulations relating to the operation of subsidized tenancies/properties, working with landlords to obtain and maintain rent collections from DC and MD PHA's under the Housing Choice Voucher Program, as well as obtaining and maintaining licenses and certificates from multiple agencies.

Mark R. Raddatz, Esq. DC, MD

Mr. Raddatz, with well over 20 years in practice, has focused his career on serving residential and commercial landlords, management companies, individual property owners, banks, local, regional and national financial services providers. Mr. Raddatz has extensive experience in litigation, serving as first-chair counsel in dozens of jury trials and thousands of bench trials. Mr. Raddatz is a steady hand in drafting, settlement, negotiation, arbitration and trial matters. Known as an aggressive, but unfailingly professional litigator and advocate, Mr. Raddatz ensures that his clients' interests are timely and well represented.

Mr. Raddatz graduated with honors from the University of Arizona with dual degrees in communications and business administration. Mr. Raddatz continued his education and obtained his law degree from Marquette University. Mr. Raddatz is licensed in the District of Columbia and Maryland and previously in Wisconsin, and is admitted to practice before the United States District Court for the District of Columbia, the Unites States Bankruptcy Court for the District of Columbia, the United States District Court for the District of Maryland.

Victoria A. Roth, Esq.

Ms. Roth received her bachelor's degree in art history for the University of Maryland and her J.D.* from Marquette University. Ms. Roth served as a judicial intern for the Hon. Michael Sullivan of the Milwaukee County Circuit Court and previously practiced in the areas of family law (published author) and in telecommunications and cable compliance. Ms. Roth now works as the general manager at Raddatz& Associates, LLC, working directly with the clients, secretarial and paralegal staff, and with and vendors to ensure seamless and timely representation to the firm's clients. Joshua D. Theus, Esq. DC

Mr. Theus received his bachelor’s degree at the University of Mississippi and his legal education at the University of Mississippi School of Law. Mr. Theus is a devoted and tireless advocate for his client’s rights and interests. Mr. Theusgained experience while working at the Germantown Municipal Court, Mississippi’s Rural Legal Services, Jia Yuen Law Offices in Beijing, and the University of Mississippi School of Law Legal Clinics. Currently Mr. Theus works as an associate at Raddatz & Associates, LLC, where he is involved with litigation, settlement, negotiation, jury trials, and other legal matters. Mr. Theus is licensed in the District of Columbia.
